How to recognize duplicate certificate records

Two files can contain the same certificate. A changed filename or an additional archive location does not necessarily add an independent analytical observation. Deduplication therefore needs document evidence rather than filename comparison alone.

A file hash can detect identical bytes. It cannot identify every scanned or re-exported copy of the same report. Where bytes differ, compare the issuing laboratory, report identifier, dates and results before deciding that both files represent distinct records.
