What belongs in a certificate data dictionary
A certificate data dictionary defines what each field means, its format and how missing or qualified values are represented. It turns a downloadable table into an interpretable dataset.

Definitions should resolve practical ambiguities: whether date means reported or tested, whether purity is a number or source text, and whether one row means one file or one distinct certificate. Include examples without inventing analytical results.
