What an image-only certificate can still tell you

An image-only certificate may contain readable information even though a text extractor returns no numeric result. That is an extraction limitation, not evidence that the laboratory omitted every result. Read the original document and preserve uncertainty where characters or units are unclear.

Do not fill a spreadsheet cell with a guessed percentage just to complete a table. A useful archive can retain the document, label the transcription status and exclude the untranscribed value from calculations. A later verified transcription should be recorded as a data change.
